The Westborough School Committee meeting was called to order at 6:00 p.m by Chairman, Ilyse Levine-Kanji. Committee members present included Mrs. Karen Henderson, Mr. Stephen Doret, and Mr. Bruce Tretter. Administrators present were Superintendent of Schools, Dr. Anne Towle; Assistant Superintendent, Mrs. Marianne O’Connor; Principals, Dr. David Fredette, Mr. John Smith, and Mrs. Maryann Stannard; Student Representative, Afeefa Bhatti.

The meeting opened with the Pledge of Allegiance to the Flag.

MINUTES

Upon a motion by Mr. Tretter, a second by Mr. Doret, the Committee voted 4-0 in favor of approving the minutes of May 5, 2010.

SUPERINTENDENT’S REPORTS AND HIGHLIGHTS

Dr. Towle recognized, gave a brief overview of their years of service, and congratulated the 2010 faculty retirees.  The honorees included Dr. David Fredette, Diane Libbey, Yvonne Topping, John Dodson, Richard Hagar, and Dennis Fenton.  The Superintendent also congratulated Mr. Fenton as a member of the team that resulted in the Mill Pond School being named a National School of Character Education for the second time.  Mill Pond is one of thirteen schools in the country to achieve this recognition.  Dr. Towle thanked all the retirees for their life’s work and career that was devoted to the students in Westborough.

Dr. Towle congratulated and presented Certificates of Achievement to several Middle School students who had entered the 11th Annual Worcester Regional Middle School Science and Engineering Fair.  Seventh graders Luke Sciarappa, Sam Lehman and Dongpeng Xia placed 2nd with a special Army Award from the Natick Labs.  Hannah Cayem and Gina Bates placed 3rd.  Eighth graders Kate Buress placed 4th.  Riona Reeves received 3rd place with a special “Climate Award”.  Rachel Harris and Steven Homberg placed 3rd.  Steven was one of 800 students, out of 20,000, who had a perfect score on the 2010 Introduction to Latin National Latin Exam and had previously been recognized as a regional math champion.  Emily Reilly also was a top scorer on the Latin Exam.

The Superintendent also congratulated and thanked Afeefa Bhatti for serving as student representative to the School Committee and presented Afeefa and her family with tokens of appreciation.

Mrs. O’Connor thanked the retirees for their years of service.  She also extended thanks to the Mill Pond Staff, especially Principal, Reene Hatherley, the guidance department and all the people who worked on achieving the National School of Character in Education.  Mrs. Hatherley will be receiving the award in San Francisco this summer.

May 21 is a half day for students.  The staff will be working on placements and transitions.  Mrs. O’Connor suggested reading the Lobby-O on-line, especially the interview by Miles Goldman of the new assistant superintendent, Daniel Mayer.

COMMITTEE REPORTS

Afeefa invited the Committee to attend Islam Awareness Day, May 20, at the High School.  This is Senior Class Week, and final exams will take place next week.  “Broadway Fights Aids” will be presented Saturday night, May 22.  Peer Mediation training is next week.  There are 7-8 new members.

Mrs. Henderson extended congratulations to the retirees and thanked the people for attending Town Meeting and approving the budgets.  Many communities are suffering in the area of education.

Mr. Doret thanked the town for its vote.  He noted the successful cooperation of all the people who work for the school department including the union agreements to the insurance changes required.  Next year will not be any easier.

Mrs. Levine-Kanji announced the Senate Ways and Means Committee will begin budget discussions next week. Information is available for the Summer Literacy event at the high school.  Anyone may choose a book and discuss it with a student in the fall.  A Westborough Walkability Workshop will be held this evening in the Forbes Building.

Mrs. Henderson and Mrs. Levine-Kanji will serve on the Budget Sub Committee.

The Committee was in receipt of the 2010-2011 School Committee Meetings Calendar.  It will take it under advisement and vote on the final Calendar at the next meeting.  It was suggested the August meeting be held on Monday, the 30th of August.

MOTION

At 6:30 p.m. upon a motion from Mr. Tretter, seconded by Mrs. Henderson, the Committee voted 4-0 by roll call vote to enter Executive Session under Chapter 30A, Section 21.

The Committee returned to Open Session at 7:45 p.m. and signed bills.

MOTION

Mr. Tretter made a motion to ratify the contract with the Paraeducators’ Union.  Mr. Doret seconded the motion and the Committee voted 4-0 in favor of the motion.

MOTION

Upon a motion from Mr. Tretter, seconded by Mrs. Henderson the Committee voted unanimously 4-0 at 7:50 p.m. to adjourn.

The Westborough School Committee meeting was called to order at 6:00 p.m by Superintendent of Schools, Dr. Anne Towle. Committee members present included Mrs. Karen Henderson, Mr. Craig Harris, Mr. Stephen Doret, Mrs. Ilyse Levine-Kanji and Mr. Bruce Tretter. Administrators present were Assistant Superintendent, Mrs. Marianne O’Connor; Director of Finance and Administration, Mr. Daniel Hendricks; Principal, Dr. David Fredette; Student Representative, Afeefa Bhatti.

The meeting opened with the Pledge of Allegiance to the Flag.

MOTIONS

Dr. Towle requested nominations for the position of Chairman of the School Committee.  Mrs. Henderson nominated Mrs. Levine-Kanji. Mr. Harris seconded the motion and the Committee voted 5-0 in favor of the motion.

Mrs. Levine-Kanji assumed the chair and nominated Mr. Doret for Vice Chairman/Secretary.  Mrs. Henderson seconded the motion and the Committee voted 5-0 in favor of the motion.

 

COMMITTEE APPOINTMENTS

Upon a motion by Mrs. Henderson, seconded by Mr. Tretter, School Committee members were appointed to the following sub committees by a 5-0 vote:

SUPERINTENDENT’S REPORTS AND HIGHLIGHTS

David Jost, Director of Fine Arts, informed the Committee it has been selected to receive the prestigious 2010 Arts/Learning Massachusetts School Committee Arts Advocate Award.  The award will be presented at the 24th Annual Champions of the Arts Awards Ceremony May 26, at 2:15 p.m. at the Gardiner Auditorium in the Massachusetts State House, Boston.  The award to be received is a work of art created by Massachusetts ceramicist, Judith Motzkin.

The NAMM Foundation results of its 11th annual “Best Communities for Music Education” survey named Westborough one of five Massachusetts communities for unwavering commitment providing music education for their students.  The foundation, a non profit organization dedicated to advancing active participation in music, recognized 174 schools nationwide.

Dr. Towle introduced the Gibbons School math team students who are among the top math students in New England.  The students entered a national math contest offered through the New England Mathematics League.  Over 120 schools and 2000 seventh and eighth graders participated from Massachusetts, Connecticut, New Hampshire, Maine, Rhode Island and Vermont.   Joseph Aronson had a perfect score and placed in the top twenty students.

Hampshire, Maine, Rhode Island and Vermont.   Joseph Aronson had a perfect score and placed in the top twenty students.

The eighth grade team placed first in the region and 6th overall.  The Superintendent and Principal, Dr. David Fredette, congratulated each student and presented them with Certificates of Achievement.  Eighth grade students:  Joseph Aronson, Steven Homberg, Urvya Iyer, Harish Ravi, Sean Van Doren, Riona Reeves, and Rachel Harris.  Seventh grade team members who ranked 6th in New England and first in the region were:  Ashok Aggarwal, Dongpeng Xia, David Faulds, Vishnu Prasad, and Shreedhar Deshpande.

Mrs. O’Connor reported she spent May 3 and 4 at the high school preparing for the upcoming NEASC review by   examining the mission statement and goals.  The principal search committee will be chosen by lottery because of the high interest in serving.  Two internal candidates have submitted applications, Jack Foley and Chris Fournier.  Interviews will be conducted next week.

Mr. Hendricks announced the Massachusetts State Building Authority visited the schools and was pleased with the facilities.  A written report will be forthcoming.

COMMITTEE REPORTS

Afeefa noted One Act Plays will be presented May 7.  The Spring Festival was a success.  The Junior Prom is this weekend.  AP exams are underway and the seniors are having their exit interviews.  The Girls Golf Team went to individual states on May 3 at the Woodland Golf Course in Newton.  Ali Reed was the Central Mass best, shooting 85, along with Ali Lonstein at 91 and Meg Burke at 93.  The girls are still undefeated 9-0.

Mr. Tretter announced he sat in on the “Facing History and Ourselves” course at the high school and enjoyed it very much.  He also attended the Joint Labor/Management meeting May 4.

Mr. Doret attended the recent High School concert, directed by Mr. Hager.  He felt it is understandable why the district receives many outstanding Fine Arts awards when you experience the caliber of the programs.  Hats off to the Fine Arts department; it was a tremendous concert.  Mr. Doret added it is a shame Mr. Hager is retiring.  He has enjoyed his concerts for thirty years.

Mrs. Levine-Kanji expressed the thanks and appreciation of the Committee to Mrs. Henderson for the time she has served as chairperson.  It has been a busy year and she has spent a huge number of hours devoted to the district.

Mrs. Levine-Kanji welcomed Mr. Doret and Mr. Tretter back to the committee after winning their re-election bids.

Mrs. Levine-Kanji announced Westborough has been chosen as the Massachusetts nominee for the 2010 Kennedy Center Alliance for the Arts Education Network and National School Boards Association Award.  Thanks were extended to David Jost for all the effort put into submitting the paperwork.

May 6 a workshop will be presented by Town Moderator, Joseph Harrington, on everything you want to know about town meeting.  Town Meeting is May 15.

MOTION

Mrs. Henderson made a motion to accept with gratitude the donation from Carla Skraly of a Brio Train Station Table and trains, valued at approximately $200 for the Hastings Pre School.  Mr. Doret seconded the motion and the Committee voted 5-0 in favor.

FINANCIAL INFORMATION FOR TOWN MEETING

The Committee reviewed the financial information to have available for questions that may arise at the upcoming town meeting.  A power point presentation will be compiled and presented if requested and will include information regarding the district having the same amount of money this year as last; unfunded mandates, the control schools have exercised, grant money that has dried up, sub committees on energy, transportation and fees, cooperation among all parties in the district and health insurance savings.

SCHOOL CHOICE

The Superintendent informed the Committee of the costs of students attending Charter Schools.  The state gives a district $5000 per student attending a Charter School, but charges the district between $12,000-$13,000 per student attending.  Westborough students are attending the Math/Science Academy in Marlborough.  Dr. Towle noted the Westborough MCAS scores out perform the Marlborough school.  There is no educational research that shows Charter schools better than district schools.  It appears to be an expensive experiment.

MOTION

At 7:00 p.m. upon a motion by Mrs. Henderson, seconded by Mr. Tretter, the Committee voted unanimously to close the regular meeting.

Upon a motion by Mrs. Henderson, seconded by Mr. Tretter, the Committee voted 5-0 to open the Public Hearing on School Choice.  There was no one present who wished to speak on the matter of School Choice.  At 7:01 p.m. upon a motion by Mrs. Henderson, seconded by Mr. Tretter, the Committee voted 5-0 in favor of closing the School Choice Hearing and return to Open Session.

Superintendent Towle recommended the Westborough School District remain at the current level of School Choice, not to accept other students and to make the program available only to the Westborough teachers.

MOTION

Mr. Tretter made a motion to accept the Superintendent’s recommendation on School Choice.  Mr. Doret seconded the motion and the Committee voted 5-0 in favor.

The Committee signed bills.  Upon a motion by Mrs. Henderson and a second by Mr. Tretter the Committee voted 5-0 to adjourn at 7:03 p.m.

The Westborough School Committee meeting was called to order at 6:00 p.m by Chairman, Karen Henderson.  Committee members present included Mr. Craig Harris, Mr. Stephen Doret and Mrs. Ilyse Levine-Kanji. Mr. Bruce Tretter arrived shortly after the opening of the meeting. Administrators present were Superintendent, Dr. Anne Towle, Assistant Superintendent, Mrs. Marianne O’Connor; Director of Finance and Administration, Mr. Daniel Hendricks; Student Representative, Afeefa Bhatti.

SUPERINTENDENT’S REPORTS AND HIGHLIGHTS

Dr. Towle wished to thank everyone for the many expressions of sympathy on the recent death of her father in law.

High School chemistry teacher, Tari Shea extended an invitation to school committee members to view the chemistry club mural being painted during club meetings.  Local artist, Kevin Coffey, is mentoring the students.  Funds were received from making silly putty and a grant from the American Chemical Society.

From a group of 120 competing schools, the eighth grade math team ranked first regionally and sixth overall in the New England Mathematics Leagues national math contest.  The seventh grade team ranked first in the region and sixth in New England.  The students will be recognized at the next meeting as well as students from the Mill Pond School math team.

Mr. Tretter arrived at the meeting.

High School students, Anthony Liu and Sukmin Moon, are National Merit Scholarhip Finalists.  Erin Silva is a finalist in the National Achievement Scholarship Program for Academically Talented Black Students.

Mrs. O’Connor summarized her recent trip to China with 29 other administrators under a Freedom Foundation grant.  The Assistant Superintendent announced Rick Hebert has been named Central Massachusetts Cross Country Coach.  The High School Quest program is underway and five students are interning at the Mill Pond School.  Colleen Debish is the program advisor.  Several members of the Westborough faculty attended a Mid-Wach workshop that focused on research papers, curriculum and direction.

Mrs. O’Connor met with the staffs of grades 2, 3, 4, 5, and 6.  Curriculum mapping has been completed.  The Fine Arts department announced the First Annual Pops Concert will be held April 29. There will be two performances, at 6:00 and 8:00 p.m.

Mr. Hendricks reported representatives from the Massachusetts Building Authority will be visiting all the district schools April 29 and May 3, to assess building needs of the future.  The survey of the property along O’Neil Drive has been completed and markers are being put in place.  There is some erosion under the stairway.

COMMITTEE REPORTS

Afeefa reported the junior class attended a College Fair in Boston April 27and today a Multi Cultural Buffet was held at the High School.  The Pop Concert will be held April 29, Student Council elections will take place April 30, On May 1 SAT exams are scheduled, College acceptances are due, and Student Council Film Festival will be held.

The Spring Carnival will be held May 2 and the Junior Prom is May 8.  Afeefa will be attending Mass College of Pharmacy next year.

Mr. Tretter announced Earth Day was a success.  Twenty seven sites were cleaned up by over 110 people.

Mrs. Levine-Kanji noted the Legislature has started debate on the Budget and has finalized the Anti Bullying Bill. The House, Senate, and Governor have to sign it.

Mr. Doret extended thanks to the high school staff for cleaning up the hillside property and upper driveway.

Mrs. Henderson noted the Spring Festival takes place this weekend.  There is a fishing derby Saturday and activities at the high school, including a dog show and 5k race.

REPORTS

Gail McBride and Pam Tabb, co presidents of the Friends of Facing History Foundation gave an overview of the foundation’s goals and objectives.  The “Facing History and Ourselves” course is a senior course taught by Gregory Gallagher, and is in its second year at the high school.  It was started thirty years ago in Brookline, MA. and is now taught internationally.   The Foundation provides teacher funding, course resources, and scholarships.

Several former and current students related the impact the course has had on their lives.  They strongly supported offering the course earlier in the high school years, stating it would make the high school experience much more pleasant for many students.  They all felt it has made an impact on their lives in terms of tolerance and respect.

TOWN MEETING WARRANT ARTICLES

Dr. Towle reviewed the agenda of the Finance Committee meeting April 29.  Town Budgets and Warrant Articles will be discussed.  The school department budget is scheduled for 7:10 p.m. and it’s Warrant Article at 7:35 p.m.   She reported that through the Superintendents Association, Dr. Towle has been informed the Chapter 70 funding will be reduced by a number not to exceed 4% and the Circuit Breaker funding may be increased 1.4%. This does not take into consideration the reductions made last year to the Circuit Breaker that were propped up by the Federal Stimulus funds. The Ways and Means Committee has recommended no new taxes and no elimination of tax exemptions.  The structural budget gap of the state is $3.2 billion dollars.  The Committee did not freeze salaries of private special education schools.  It appears Westborough’s Chapter 70 funding will be $4,183,588.

FINANCIAL INFORMATION FOR TOWN MEETING

Mr. Hendricks presented the brochure for distribution at the upcoming Town Meeting.  One section details comparisons with neighboring districts.  It was pointed out, however, that transportation costs were not included, and some business managers record line items differently, resulting in some sizeable differences.  The bottom line of expenditures is a better indication of the comparison.

Mrs. Henderson was pleased the district put its emphasis on instructional leadership and classroom and specialist teachers.  The Committee discussed its presentation for Town Meeting and what information should be available in anticipation of questions.

MOTION

The Committee signed bills.  Upon a motion by Mr. Tretter and a second by Mrs. Levine-Kanji the Committee voted 5-0 to adjourn at 7:20 p.m.

The Westborough School Committee meeting was called to order at 6:00 p.m. by Chairman, Karen Henderson.  Committee members present included Mr. Bruce Tretter, Mr. Craig Harris, Mr. Stephen Doret and Mrs. Ilyse Levine-Kanji. Administrators present included Director of Finance and Administration, Mr. Daniel Hendricks and Principal, Pattie Berkey.

Upon a motion by Mr. Tretter, seconded by Mrs. Levine-Kanji, the Committee voted 5-0 in favor of approving the minutes of April 7, 2010.

COMMITTEE REPORTS

Afeefa reported those seniors scheduled to start the High School Quest program are finishing their final exams.  Report cards for the third quarter are due out April 16, and spring break is next week.  The Darfur Club is hosting an ice cream social April 15 in the lobby.  Simran Bimrah, a member of the Speech and Debate Club, placed third at States in the group debate and received the top novice award for her first year.

Mr. Tretter announced the Land Trust will be sponsoring its 12th Annual Clean Up Day April 24.  Meeting places include Bellows Road and Westmeadow Plaza at 6:30 a.m. and Lake Chauncy at 9:00 a.m.  New Hope Chapel and Good Shepherd Lutheran Church will be providing refreshments and trash bags.

Mrs. Levine-Kanji reminded the community Town Meeting occurs May 15 at 1:00 p.m.  The Mill Pond School is among the finalists under consideration for the National School of Character Award.  Site visits have occurred.  Congratulations to the Principal and entire staff and students for the pride in their school.

Mrs. Henderson reported the Committee met with the Finance Committee on April 12 and presented its proposed budget and Warrant Article.

REPORTS

BUDGET RECOMMENDATIONS

Mr. Hendricks reported the proposed FY11 budget presented to the Finance Committee has a 2.62% increase over last year.  It contains three positions deemed necessary for next year and a level service program.  Credit should be given to the Unions for helping the district get through difficult times with the state funding.  The House Ways and Means Committee today released its budget which indicates a 4% reduction to the state funding. That budget is $400 million dollars less than the Governor’s recommended budget.

Mr. Hendricks will prepare a draft of an informational book for Town Meeting with a detailed explanation of the Expense budget.  Expenses are up $710,717 (9.63%) due to the reductions in state and federal aid. IDEA-ARRA has been reduced by $406,252, the Federal Stimulus funding reduced by $99,127 and the Circuit Breaker by $31,256.   The entire budget is up $866,807 (2.62%).  Salaries/Wages are up 0.50%.

Mrs. Henderson stated credit should be given to the administration, principals, staff and students for making the necessary reductions in all areas of the budget.   At some point, these reductions year after year will start taking its toll on the school programs.  Union negotiations have kept the district from the deficit it had last year.  This has had a very positive effect on the bottom line.  Health insurance costs have been controlled and decreased.

Mrs. Henderson requested the Out of District student numbers.

Mr. Hendricks pointed out another unknown is the Title I funding.  It may become more competitive according to the President.  Mr. Hendricks detailed the payment receipts of the state and federal monies.

Mr. Doret added the Committee has tried to reduce the impact reductions have on the students.  Dealing with the shortfall of the state and the required state mandates, the Committee is limited as to how far it can go and still support a quality education for the children.

Mr. Hendricks reported the Revolving Accounts are on target.  These include the athletic gate receipts, school lunch, activity fees, summer school tuition and student activity accounts.  He noted some outside groups are not using the school facilities due to the increase in user fees.

MOTION

Mr. Tretter made a motion to ratify the Secretaries contract.  Mr. Doret seconded the motion and the Committee voted 5-0 in favor of the motion.

Brigitte Casemyr, member of the Finance Committee, stated that based on a 5% decrease in state funding, the town is a little over $200,000 with a level service budget, from reaching the 2-1/2% levy level.  That includes the use of $1 million dollars of free cash.

The School Committee will meet April 28 and May 5.

Mr. Tretter recognized and congratulated David McCauley for being selected by the Quinn Conference to receive the 2010 Boston Bruins/MIAA Sportsmanship Award.  David was captain of the Varsity Hockey team this year.  The award is given annually by the Boston Bruins to one individual who best shows sportsmanship in ice hockey.  The award was presented at the Bruins game April 1.

At 7:00 p.m. the Committee took a short recess.  At 7:10 p.m. the meeting resumed.

PUBLIC BUDGET HEARING

MOTION

At 7:10 p.m. Mr. Tretter made a motion to open the Public Budget Hearing.  Mr. Doret seconded the motion and the Committee voted 5-0 in favor of the motion.

Mr. Hendricks reported an FY11 Budget of $39,282,335.  This figure includes restoring three positions, for an increase of 2.62%.  Mr. Doret added the Salaries/Wages are $31,190,761 and Expenses $8,091.574.  No member of the public came forward to speak on the matter of the budget.

At 7:12 p.m. upon a motion by Mr. Tretter, seconded by Mr. Doret, the Committee voted 5-0 to close the public budget hearing.

MOTION

Mr. Tretter made a motion to approve the FY11 Budget figure of $39,282,335.  Mr. Harris seconded the motion and the Committee voted 5-0 in favor of the motion.

MOTION

At 7:15 p.m. Mr. Tretter made a motion to enter Executive Session under Chapter 30, Section 21 for the purpose of discussing negotiations.  Mr. Harris seconded the motion and the Committee voted 5-0 in favor by roll call vote.

The Committee returned to Open Session at 7:20 p.m., and signed bills.  Upon a motion by Mr. Tretter and a second by Mrs. Levine-Kanji the Committee voted 5-0 to adjourn at 7:21 p.m.
